Wow! This certainly is interesting. I like the Rapunzel thought and wonder what they did with her.
Actually this looks like sweetgrass in the traditional braid by Native Americans. It is a healing plant, used in many forms, by many cultures. Including making baskets.
Considering where these braids hang, I would say it is meant for keeping out evil and harm. Having so many together and possibly the red cloth that may signify something, there may have been many bad spirits.

Very extravagant! Somebody has made use of (her own ?) cut hair to make a charm! Or...is it an advertisement for a hairstylist (making wigs...perhaps). Anyway, a well noticed piece, your eyes must have been searching for something special!
